Considering the weather only, then the best time to visit Richmond, Fredericksburg and the Northern Virginia would be mid and late spring - May, June – or late-summer and autumn.
Virginia's summer is hot and normally humid, contrasting with its winter: the winter and even early spring are cold and disagreeable.
Virginia's weather is a very changeable one, with moderate precipitation all year long though snow is normally restricted to December and January.
WHEN NOT TO GO TO RICHMOND, FREDERICKSBURG AND NORTHERN VIRGINIA
For some people, Virginia's summer should be avoided. Humidity and high temperatures may turn some days of July and August very uncomfortable.
For other people, winter is also a period to avoid due to the possibility of snow and very cold weather.
